The citizens of the USSR were the most well prepared for war. Over 1,523 factories were dismantled and shipped eastward to prepare for the war. Even though they were prepared there was still accounts of malnutrition, famine, and starvation. The government implemented rationing in 1941, this did not effect much because the country itself was used to the shortages because of how the economy was in the past. The war had led to a spike in unity and nationalism between the soviet citizens. The city of Leningrad had gotten the worst of the shortages. Some citizens resorted to crime to be able to support their families.
